This report is a handbook for guiding those responsible for the evaluation of
radiofrequency (RF) and microwave hazards. The report provides a comprehensive
collection of information on various RF radiation sources, and a straightforward "how-to"
guide for estimating the exposure associated with these sources in the form of a
framework for assessing individual sources of RF and microwave radiation. The report’s
sections include an overview of the basic concepts useful for a working understanding of
the material that follows; a discussion of approaches for analyzing measurement data
obtained in the workplace or environment; an overview of measurement instrumentation
and techniques for quantifying RF exposures; and recommendations concerning areas for
future research.
The basic concepts explained include terms and units, electromagnetic fields,
dosimetry, measurement concepts, and generalizations and frequently used relationships.
Detailed mathematical explanations are included where appropriate. The report provides
protection guide criteria, a description of the data necessary for exposure evaluation, and
an overview of methodologies that can be used for data analysis and exposure evaluation.
Instruments used to measure EMFs that are discussed in the report include broadband
survey meters and narrowband systems. The report describes general measurement
techniques and pitfalls to avoid. Areas for future research listed include meter output
units, achievable accuracy, out-of-band responses, instrument specifications, antennas for
narrowband measurements, and reporting requirements.
The report includes an appendix outlining hazard evaluation procedures for common
sources, including radio and television broadcast, satellite communication-earth stations,
hand-held portable radios (including cordless and hand-held cellular telephones), various
types of medical and industrial equipment, and home appliances. A second appendix
provides examples of RF exposure determination.
