Princeton Residents Seek "Right To Know" Underground Power Distribution System Layout

Magnetic fields as high as 5.9 mG measured in the Princeton Public Library have been attributed to adjacent underground transmission lines. The 26 kV lines run under the street to a substation behind the library and are part of the all-underground power distribution system in Princeton Borough (New Jersey). The Princeton Citizens Coalition on EMF requested that Public Service Electric and Gas Co. (PSE&G) release grid maps with the locations of electric facilities in Princeton so that the citizens group could review the maps with local public health officials and municipal engineers for other potential sources of EMF exposure.

Coalition director Bill Ravanesi told the EMF Clearinghouse that the group has been turned down in their request to view the grid maps, and the utility has not responded to their request to place a set of grid maps on deposit with the local health department where interested parties could review the maps by appointment.

Robert McCourt, EMF issues coordinator for PSE&G, told the EMF Clearinghouse that these records are normally available to engineers who must take underground utilities into account when planning public works projects. In a meeting scheduled for March 13th (1995) with local officials, PSE&G plans to discuss the needs for access to the records in the context of the EMF-exposure issue. The utility hopes to clarify who the various interested parties are and what their legitimate interest in utility records is. At that meeting, utility personnel will introduce the officials to the complex and dynamic nature of the records and will determine exactly what type of information the utility could provide. McCourt made the point that there is not a single map that shows all electric facilities in the community and that the issue of public access to the records is more complex than the citizens group realizes.
