Specifications designed to prevent exposure of workers to lead on steel structures during the performance of bridge repainting, rehabilitation and demolition projects were presented. These model specifications addressed three levels of construction projects, the prebid phase, the preconstruction phase, and the construction phase. In the first two phases, requirements pertaining to disclosure of possible lead exposure during the project, criteria for prequalifying contractors, necessary submittals such as Lead and Health Safety Plans, and verification of resources and personnel were discussed. Implementation of a Lead Health and Safety Program was described in detail. The components of such a program including compliance with specific Federal regulations, confirmation of the qualifications of industrial hygienists and health and safety officers, quality assurance, and medical surveillance were discussed. Specifications were also presented for product use, engineering and work practice controls, respiratory protection, hygiene facilities and practices, worker training, and worker exposure assessment.
